Network Development of Local Actors from the Sava River Basin on Water Resource Management

Under the ENVSEC Initiative, the OSCE supported a project on water resources management of the Sava River Basin. The project concentrated on the development of a network of local actors to facilitate the process of water management between Slovenia, Croatia, Bosnia and Herzegovina, and Serbia. It aimed to support the International Framework Agreement on the Sava River Basin of 2004 and its governing institutions. The Agreement had a wide scope, covering issues including maintenance of water quality and quantity, flood protection, utilization with the purpose of energy production, and potential for the tourism industry. On the basis of the Agreement, the International Sava River Basin Commission was established in 2005. The OSCE project promoted capacity-building of the commission, organized national workshops and meetings for water suppliers and local, regional and national authorities, attracted the public sector into the water management sector by involving NGOs in these workshops and promoted effective functioning of the Commission through assistance in drafting numerous working plans.
